There's a law that says the German National Library has to archive the original - if it's in paper it has to be archived in paper. If you want to change this you have to change the law which would force you to think about the reasons for this law. Part of the process of making new laws or changing laws is to check the long term consequences and the costs and benefits a change would bring. For good reason. Unfortunately Weimar, a second class "poet" and "publisher", doesn't seem to know anything about this.
I won't even start to talk about the philosophical difference between original and (digital) copy. My line of work is archiving digital information and I can tell you: It's easier, cheaper and safer to archive paper. The "make it digital because that's Bürokratieabbau" is usually nothing but a dumb buzzword. In this case it's pure nonsense. It's someone talking about something he has no clue about at all.
