An 11 Year Old Girl would not ordinarily be the type of female that would offer consent for sexual intercourse. Your Laws state "NO EXCEPTIONS", offering that in event of rape or incest, that an 11 year old girl would be forced to endure the pain and suffering of carrying a child to term, as if to say that an 11 year old child is somewhat capable of going through that entire process.
