Thats all well and good but ask your self why he'd expect Reinhardt to act any different. Reinhardt has been defined since he was 5 as this larger then life hero that people kept there distance from. That is when his family didn't dump all their trauma on him. It's hard to want to be saved when you've never known anything different in your entire life. What 5 year old kid has the life experience to know what you want or what your missing out on. His Grandma for instance inherited at age 12, she had much more of a sense of self and a sense of what she wanted in life when she got the title.
It's hard to expect compassion from someone who really was never taught what it is or taught how to deal/express their emotions. Someone who likely has no memories of before they became the hero of the world.

Isn’t it very odd as well that Heinkel specifically would be investigated for kidnapping Ford’s daughter considering how the whole trade-off between Rom and Ford is portrayed?
Then we have Russel’s weird interest in Felt, AKA, the master of Reinhard; the same Russel implied to have ordered the attack on the Astrea Mansion in OUATIL. Russel, a psychopath notorious for torture, working with criminals, and generally being a despicable person.
There’s also the many blatantly false claims surrounding Heinkel spread around as seeming fact by most of those who know him.
Not saying anything is confirmed, but a lot of the Six Tongues and Russel’s suspicious behavior is pretty easy to interpret as connected to Heinkel.
As for why? Kind of up to interpretation. I would assume it’s some kind of bid to assure that Reinhard always remains under control considering the threat from the Six Tongues member in OUATIL, but that’s just a guess.

That is pure speculation though. There is really nothing in the text to support that, nor does it explain all the other rumors surrounding Heinkel which are decidedly false. Compare this to the Six Tongues who, once again, are all but confirmed to be antagonists later on and already have attacked Heinkel in the past…their leader Russel also being incredibly interested in Heinkel’s son.
Others are also aware of the Dragon Tablet and actively read it, such as Leip and the Sage Council. The idea that it could be hidden and mutually agreed upon not to speak of between all these people (especially someone as selfish and greedy as Leip who would love to have someone like Heinkel in his debt) requires way too much extrapolation.
We also explicitly know Ford handed off his kid because of the Lion King intuition he had, something we know for a fact no one else knew about considering dialogue from Miklotov and Fourier’s tutor in EX 1.
And once again, Heinkel was the one meant to go. It’s suspicious that he specifically was ordered to do this in a time period that could not be more than a few months after being attacked by the Six Tongues. Theresia going was purely because she offered and Wilhelm staying was because of Theresia’s actions, not the actions of anyone else.
The most likely and simple solution for all this negative stuff surrounding Heinkel is that it is the group already shown to have malicious intent towards him that also possesses reason to isolate Reinhard from Heinkel.
Doesn’t make sense for the Royal Family. They, for the most part, are portrayed as genuinely noble people both in and out of universe. Tappei, at worst, has referred to a few of the kings as not being the brightest.
Ford also handed off Felt to Rom in secret, we’re not even sure if he told the rest of the family what he was doing. It’s likely he specifically might not have considering certain speculation about Capella and her potential spies. Ford was also portrayed as a genuinely noble person, so I doubt that he would’ve framed an innocent man for such a major crime.
Wilhelm also didn’t go on the subjugation mainly because Theresia forced him not to using her DP, as seen in Arc 5 Chapter 73.
