When Primus was still learning about and discovering his own powers, he created a race of monsters. That's right. Cybertronians weren't his first race. He wasn't aware of how to create a sentient species at that point in time, and so they weren't very intelligent. They eventually died out when Primus lost interest in them in favor of his war with his brother.

What if Cybertron and the war is all just some big nightmare Primus and having and none of it is real? *waves fingers mysteriously*

On a more serious note, the dreamscape powers you see him having are actually things that don't translate over into reality. He can't change form as easily as he does there. He has to scan a new form just like any Cybertronian (though he doesn't really have restrictions on how often or what kind). He can't change his mass so that would be a giant turbofox, though.
