It’s the male Agent 3 that’s the new captain, by the way, hence why the Agent 3 pictured here doesn’t have the clothes and cap. If you’re wondering why... well, initially, she was too. It’s not like she’s mentally unfit to have such a position of leadership. Sure, she loves murder as much as Agent 4♀ does, but unlike her, not only is she able to control herself, but she only goes after those who deserve it. But then again, she did try to kill the old captain one time for being a bigot, so even though it was his fault for trying to get her to kill the Octarians after the Great Zapfish was already saved, it would make sense that he wouldn’t allow the same person who tried to kill her carry on his title. That, and she got the cape that he gave her changed into a coat, as you can see here.
