Non-Expansion States Can’t Fix “Catch-22” in Their Proposals to Take Medicaid Coverage Away From Parents Not Meeting Work Requirements

Some states that haven’t adopted the Affordable Care Act’s (ACA) expansion of Medicaid to cover more low-income adults are now seeking or considering Medicaid waivers that would take coverage away from poor parents if they do not meet work requirements. In all of these states, substantial numbers of parents likely couldn’t meet the requirements, whether because of caregiving responsibilities coupled with a lack of affordable child care, because they work at unstable jobs that don’t provide enough hours of work every month, because of an illness or disability, or for other reasons.

House Republicans Pass Bill Requiring Millions to Work for Food Stamps

House Republicans just passed major legislation that would require millions of people who are disabled or possibly otherwise unable to work, to work to be eligible for food stamps. The farm bill passed by a very narrow margin: 213-211. 20 Republicans joined with Democrats to oppose the archaic legislation.

The work requirement, which President Trump specifically praised in a statement via Twitter, would require "millions of low-income Americans who receive nutritional assistance to work at least 20 hours a week or enroll in a job training program," USA Today reports.

As of April 2018, 18 states were actively pursuing Medicaid waivers that would kick people off the program or impose punitive requirements. And the list continues to grow. CMS has approved work requirements (sometimes spun as “community engagement” requirements) in three states: Arkansas, Kentucky, and Indiana. Eight additional states have similar requests pending, and CMS appears likely to approve those requests, as well.
