they have! yk years ago the former prime minister was all like “this is damaging the population >:(“ and illegalized leaving the city. one you get in you can never get out type of deal. now people have to like sneak out through smuggling if they even wanna visit another place. current prime minister just kinda,,, kept the law after he took over.

In my AU, (Certain) Maverick Virus’s ARE curable (in some cases, ex: not a full infection, have yet to infect the bios, macros, etc) but the cure NEEDS to be administered before full infection has occurred.  Even then, there are different strains of the Maverick Virus that cannot be cured, or have no cure to them in sight, while the base Maverick Virus is curable to an extent. 

Basically think of current computers and virus’s, but with the idea of the maverick virus and reploids in mind.
