Ravenclaw, through and through. Loyal to those she loves like Luna and Cho, incredibly book smart and constantly searching for knowledge. The dork loves geometry and was surrounded by a pile of books with a huge grin on her face in A Sister More Like Me. She's quiet and likes to take her time thinking about things before airing her thoughts.
I can also just picture like the whole House sat in the common room with books trying to help her find out more about her powers, random people shouting out answers and clues as they find them. I just think they'd take her in--Ravenclaws like to pursue knowledge, and they protect each other so much. It would be a safe haven for her.
I just cannot see her fitting into any other House at all. Like, I get people's reasons for them, but an issue with HP for most of us is that we've headcanoned so much that we forget the original text. And rereading the books recently has just deepened my belief that Elsa is a Ravenclaw. I wouldn't say she's particularly daring for Gryffindor (she wants things to remain as safe as possible, hence all the running away and hiding), she's not cunning for Slytherin (she's just not), nor is she patient for Hufflepuff (refusing to listen to Anna) (all taken from the Sorting Hat's song in PS). But a ready mind, wit and learning? The three traits of Ravenclaw she has in bucket loads.
