Maybe it’s just me but…I think Cuddly Dick was a baddie even without the wig. I think he would have tried to conquer Yonderland even without it and no one would have see it coming Evidence? That Emperatrix locked him up, bc she considered him an enemy and he talked to the “wig” implying he was capable of thought.
