Would it offend people if you we're to say, "excuse me miss but you have a lovely haircut." Just to put it out there because you do indeed think they have a lovely haircut. Let me put this into perspective; say I was at a bus stop and a girl had had a hair cut I thought rather lovely so I say the statement above, then make no more advances. Would that be okay? If not i have to apologise to a lot of people...
As long as you are polite and don't shove yourself at them. Definitely ask someone if you can compliment them first because it gives them the safety of knowing that they are able to control the situation and are less likely to be afraid of you.
Like....for example, the one panel of my comic had a man demanding me to smile for him. THAT is rude because he is using me as an object of aesthetic pleasure, it didn't matter how I felt.
How one man achieved this was he approached me and asked if he could tell me a joke. I said yes and it was a good joke! (don't ask me what it was, I don't remember), and he answered that with "There, you looked sad and you look pretty when you smile." That was a better way of doing this because he gave me something in exchange and gave me opportunity to control the situation.
