The packaging says “Feng Ya” and “Harilela (George) Ltd”, and it seems this toy might be licensed. While I don’t see anything proving it’s licensed, the left corner of the packaging says “Copyright and Trademarks are the property of Enid Blyton Limited (All rights reserved)”.

Though it doesn’t sound convincing, it could be licensed. Do the virtual pets really have anything to do with Noddy?

I looked up about Love Chu and found that Takara and Yuvo sold versions 1 and 2 in Japan. I have no pictures of the 3rd version if there is one.
