When it comes to Heizou's more angsty aspects, guilt is important.

It's particularly written all over his character regardless of anything: regardless of how happy he is, regardless of how he thinks, regardless of how he acts and regardless of how his life will progress, the thing about him and guilt is that it will most likely never leave him alone for eternity. It will always be attached to him, following him around, talking, affecting his thoughts, and despite how much he wants to block them out by staying positive as to not worry others, there are certainly times where the guilt does gets him, even if momentarily. And the thing about his guilt, is that it defines that he strives for: the goal to make criminals fear his name, for them to think before acting, for him to prevent further tragedies. And that goal is attached to his friend's death, the life he could not save. Imagine how guilty he feels about not being able to prevent certain loses and tragedies, as the criminals have managed to do harm before he could even do something. How it all comes back to that fateful day. He will never be able to let go of that happened, because it will be always entitled to him through everything he does and wishes for. To protect, to prevent, to save. There's a sense of failure and repeated history over not being able to do so in time.

And it's quite ironic when you think about it: anemo is all about freedom, yet, Heizou is trapped in his own guilt, no way for him to be free.
