He remembered how soon the artists had been priced out of the Docks by developments of offices and shopping malls. He reflected that although the City may be in decline, it would still be many years before the Bank of England reopened as a discotheque. He said that London was now a city of fragments that were no longer organised around the centre and that if we were to find modernity anywhere it would be in the suburbs.
