Horikoshi triggers my trust issues, so I wouldn't bet on it, but I'm pretty convinced this person is Tenko, the one who died being only Tomura Shigaraki.
I see many things that seem to foreshadow it; the emphasis on restoration, the fact that afo took Tenko's “yet-unknown" quirk which leaves room for finding out later what it was.
I know people say it's a whole new character going through something similarish so Deku can have a second chance in saving, but that just doesn't make sense nor fit well to me. Like, what's next? a girl with a bloodsucking quirk popping out of nowhere to be Ochako's friend?
I also saw someone theorize that it's Spinner after losing his scales and I'm not sure that's how it works but it had me thinking so hard
This is a total circus because all possibilities are there and we won't be able to find out which is it until it's too late for speculation.
If I had to add my own crazy theory, what if it's one of the kids AFO experimented on?? For the clothing, it looks like the character was in a sort of lab and just escaped it.
These kinda look like scissors??? Maybe???? What is the kid cutting??? The hair? The restrains?
Whoever had the kid there didn't want the kid to speak. I don't know what the things hanging from the face are either. What's up with the black thing in front of the mouth?
Maybe the kid cut those facial restraints in order to free the month, but what's up with the many things around the neck? And doesn't it look like the kid is wearing gloves? The hand at least looks older than it should if that's skin and there's a finger that's not covered in blood...
The kid came from this house. There must be more clues... Something about symbols on the walls or idk.

I'm super curious about this new character, but I decided that my expectations are at zero for my own sake, you know?
Even if it's Tomura, I'm kinda worried about how Horikoshi would continue the story from there.
