He was born to a special, somewhat isolated sect located on floating islands. In the entire world , they are the only ones who have fully mastered how to navigate using the sky, wind, and stars, and those who come of age eventually earn their last ceremonial feather and unlock the special ability of flight. Only those who are born into this sect can use this ability, and the rest of the world below sees them as mysterious and powerful people.
Halcyon lost his parents young and only has his scarf as a reminder of them, as he was then taken in by the most prestigious teacher on the floating islands. Due to his teacher being extremely traditional and very religious, he had a extremely strict upbringing (wears a plain temple uniform with his scarf over) and wears his feathers traditionally.
He showed promise and was accepted into the most prestigious student group on the islands when he became student aged, many suspecting favoritism due to his adopted father, the teacher of said group.
At his coming of age ceremony where he is to unlock flight and earn his last feather, he is unable to fly, embarrassing his adoptive father with this display of failure. He was then quickly exiled was dropped off the floating islands, cast down to the earth below with nothing.
He must find a way back up through climbing the tallest mountain to reach the entrance of the floating islands with his curious new friends.

Halcyon essentially gets tossed aside after failing to fulfill his supposed destiny, failing to fully become a member of his society, where in journeying up the mountain shows his desperation to be accepted. he will find a way to ascend by any means.
Thematically, he represents burnout and failure to meet expectations. He will never ever unlock the ability to fly, despite it "being his birthright". He's just different, labeled the wrong label. Some things aren't meant to be and thats okay. He is meant to find his own path skyward.
