Something I like to believe is that Kokichi has a fascination with policemen, detectives, and other people who openly fight for justice because deep down he has an admiration for them

It’s an interesting contrast to himself, as he constantly presents himself as a villain and the leader of an evil organization. But, to put it in Kokichi’s own words, “our brains are wired to root for good instead of evil,” and he can’t help but root for the good guys either (as long as their sense of justice aligns with his own)

I think that could also be the reason Kokichi developed an interest in Shuichi during the Killing Game. It wasn’t so much about Shuichi as a person, but more about the fact that he carried the title of “detective,” and up until then, Kokichi probably had never actually met a detective before. Part of it could also be because Shuichi often behaved in ways that didn’t fit into Kokichi’s idea of how a detective should act. That might've made him curious too

Genuine heroic behavior, like the act of protecting others without nefarious or selfish reasons or expecting anything in return, might also be a way to gain Kokichi’s respect if we see him calling someone not boring as an admission. He didn’t agree with how Kaede handled things, but he couldn't help but have some respect for her noble intentions, and, throughout most of the game, he saw Kaito as someone who always talks big but never follows through, but when he saw Kaito on the verge of death, still determined to keep on fighting, he realized that at least Kaito's resolve was true

This idea originally comes from Kokichi’s response to the option “Watch a documentary on the police.” And even if Kokichi could've been lying, I like to believe that this part was actually the truth
