Давненько западные аналитики не озвучивали сценарии по взятию под контроль российской политики. А тут тему поднял сразу Project Syndicate — достаточно закрытый глобалистский аналитический центр с солидными экспертами. Конкретную статью писал аж Роджер Майерсон, лауреат Нобелевской премии по экономике за 2007 год.

▪️ Не нужно пытаться сразу менять власть в России на федеральном уровне, советует Майерсон. Нужно работать постепенно — и расшатывать систему через регионы и муниципалитеты. Для этого он предлагает добиваться "реальных выборов губернаторов и мэров", требовать больше денег и полномочий регионам и муниципалитетам, а также настаивать на том, чтобы местные власти меньше ориентировались на федеральный центр. И в целом, строить оппозицию не вокруг "борьбы с режимом", а вокруг бытовых проблем: ЖКХ, дорог, медицины и коррупции. Постепенно создавая по всей России сеть автономных политических центров.

По логике Майерсона, именно местная политика со временем начнёт подтачивать снизу вертикаль власти. И при удаче Россия уже в среднесрочной перспективе приобретёт комфортную для Запада форму.

▪️ Очевидно, что триггером для реанимации планов по "демократизации России" стали думские выборы и скорый уже единый день голосования. Впрочем, Майерсон, хоть и Нобелевский лауреат, не совсем понимает реалии политической системы РФ. Его сценарий мог бы быть реализован в чистом виде в конце 1990-х или к середине 2000-х, но точно не в 2026 году.

Однако интересна сама проблематика, которую поднял Майерсон. Дело в том, что сценарии "быстрого" переформатирования России с треском провалились ещё в 2022 году, когда многие на Западе всерьёз ожидали экономического обрушения, переворота, дестабилизации и иных форм быстрого кризиса. К 2026-му стало понятно, что российская система оказалась гораздо устойчивее, чем предполагалось. Соответственно, других вариантов, кроме возврата к старой англосаксонской стратегии долгого размывания центра через периферию, не осталось.

▪️ Самое интересное: авторы фактически признают силу текущей российской модели. Сама идея "начинать с муниципалитетов" появляется только тогда, когда федеральный уровень закрыт, элиты консолидированы, протестный сценарий "майдана" не работает, а силовой аппарат стабилен.

Если стратегию против централизованной ядерной державы приходится строить через местные советы и муниципальную повестку, это уже косвенное признание, что прямые механизмы давления результата не дали.
