Random ask, do you think Rhodey and Steve are friends. They are seen at the same party in aou and talk in iw or endgame (I forget which) but apart from that I can't remember any other scenes. Do you have any head cannons about them.

In the canon we don’t really see enough of Steve and Rhodey to know for sure. Personally, I don’t think Steve and Rhodey spent a lot of time together before Age of Ultron. Rhodey was there at that party, so that may indicate that he helped the Avengers before Ultron, but I don’t think he was with them when they were first invading the Sokovian base (I haven’t watch aou in a long time, so I could be wrong.)
But, the fact that he was there could mean that—beyond just being Tony’s friend—the Avengers were thinking for him to join the team before aou. I’m not sure how that would work, since Rhodey is still active military up and until Infinity War, but obviously they managed it by the end of aou.
Anyways, all of this comes together to show that Steve and Rhodey probably met each other a few times, but I don’t think they would have really known each other until aou.
After aou, Rhodey joins the Avengers and he and Steve would have more time to work together. Unfortunately, we never really see them working as a team, since Rhodey wasn’t part of the operation in Lagos during Civil War.
All of this combines to mean that I don’t really have a clear vision of them being friends on the same level that Steve is friends with Sam, but I think they must have had a good relationship.
Steve and Rhodey are both military people and so I think they would both think in similar directions on missions (and would be less likely to clash as say, Steve and Tony.) Also, both Steve and Rhodey have experience being used as propaganda pieces (Iron Patriot anyone?) so I think Rhodey might be able to understand that part of Steve on a different level than some of the other Avengers. I can see them sitting together with Sam or something and reminiscinig on the good and the bad of the military.
Actually, I think Steve would really appreciate that sort of thing. Rhodey and Sam are the only true military people he meets and works with, so he would probably want to hear what they have to say on the history of the US military and it’s current operations. I think both of them are air force, so it would be a different branch of the military, but there is probably a lot that SHIELD didn’t go into much detail about that they could tell him personally. Also, Steve would have witnessed the institutionalised racism in the army against his team, and I think he would very much want to know what Sam and Rhodey think of the current situation.
In the end, Steve trusted Rhodey enough to come to the Avengers compound in Infinity War, after Tony was kidnapped to space. And despite everything, Rhodey never displayed any signs of holding the Accords or Civil War against Steve. So I think while Steve and Rhodey were probably not close friends, like Rhodey with Tony, or Steve with Bucky, I think they cared for, and respected each other.
To be honest, Rhodey might have clicked a lot with Sam or Bucky (if he had the chance), since both of them have experience caring deeply for a friend who is brilliant, but also has a tendency to go all out in what they believe in.
