I feel like at this point it’s basically canon that Steve had no idea about the bickering warranting couples therapy relationship between Bucky and Sam and that’s why he was cool leaving them together. I mean, in Civil War Steve’s never actually around when they argue and I feel like Sam knows how Bucky-obsessed Steve is so he just plays it up like he and Bucky are friends while Steve is around. Then whenever they planned to visit Bucky while on the run it definitely went something like:

Steve: Guys T’Challa said we can visit Bucky this weekend 🥰

Sam: Great *forced pained smile and then rolls eyes in Natasha’s direction because Steve does this every month and he’s tired*

Natasha: *a Sambucky shipper* Lets stay all week this time

In conclusion, old man Steve definitely thinks his two buddies are solving crime and working together in a totally functional manner meanwhile they’ll definitely spend the first half of the series in occasional couples therapy until they realize they’re in a slow burn enemies to friends to lovers scenario.
