Unless he knows a person and trusts them to a great extent, Arthur is a relatively quiet man. Of course, he’s friendly, and polite to those who have done nothing to earn his ire, but he’s incredibly observant. If there was a quote that would represent how he thinks, it would be this:

Because he is a King, a man of power, it isn’t unbelievable that someone would try to cozy up to him for his riches and influence. Because of this, Arthur has a habit of watching others and sometimes flat out misses things that people say. Of course, if he catches that he did so, he’ll ask the person to repeat their words.
When dealing with someone he knows and trusts, Arthur is more outgoing and even willing to be a little bit childish (with people he knows won’t judge him for it too harshly), and he is more than willing to spend money and time on them without care.
