One of my friends, a pro photographer tried to explain CoC comparing it to therapy: you cannot always have perfect shooting conditions so what you do is try to create a vision (goal), gauge the situation (assessment) and adjust your shutter speed (perception) and aperture (how much light you let in on your sensor). The only way to do it is constant testing and adjusting - one day is better the other day not so much. But as they say: your best shot has not been taken yet!
