Anti-scalding regulations for the temperature of water heaters keep people safe from scalding, especially children, the elderly, and people on certain types of medications who scald more quickly and at a lower temperature than healthy adults. The temperature of hot water tanks in Utah and 18 other states is regulated by the International Plumbing Code of 1993, which sets the proper hot water temperature at a maximum of 120 degrees F. 

If a shower or tub is fitted with an anti-scald device, the law requires the water temperature to be a minimum of 110 degrees F. Scald control devices are particularly important for individuals with an insensitivity condition, as they may be unable to sense a scalding temperature before a thermal injury occurs.

Locating a supply line leak is a simple matter of repeatedly pressing a clean, dry tissue against the shutoff valve and connections until the tissue comes away damp. To find a drain leak, touch the tissue against each fitting and connection as the water drains out until you locate the source. If you have a dishwasher, test that as well.
