I'm gonna be honest, I'm glad they cut this room. Sure it's more disturbing and confirms what The Sniffer is, but like, we know. Throught his section we see him try to lure Hood with Ice Cream, have a whole ass ice cream truck, lead her gently into a cinema, and keep her in a cage. The implications were always shown but never directly told, but here it just feels like it's slapping you in the face with "SEE!? SEE!? HE'S A MONSTER! HE'S NASTY! HE'S A CHILD-" Y'get the gyst.
