Batman freaking does this! In every incarnation, not just the comic books, even in the Nolan verse movies, he does this! The Thomas and Martha Wayne Hospital is on a sliding scale, free if needed. Bruce funded Leslie Thomas’s free clinic. The Wayne Foundation fights systemic poverty because in training for Batman, Bruce learned what it was like to go hungry or steal to avoid it. The Nolan verse had the timing of that wrong, as Bruce was always planning on being Batman, not just waiting around for somebody to give him the idea. Bruce watches every division of Wayne Enterprises, and Wayne Foundation to make sure the money goes where it is needed. Criminals he arrests as Batman, when they get out, he keeps an eye on them. IF they really seem to be trying to go straight, he will give them a job and training at Wayne Enterprises. Anybody remember Harold? He was an idiot savant kind of person, who didn’t talk but was gifted with engines. Bruce put him in charge of all the engines of the bat-fleet, not just the batmobile. Gave him a home, a job, and a salary. At the end of Batman Begins, Bruce buys back WE, but not in his name; in the name of several charities and orphanages, who now have a controlling interest in WE so the kids can get good educations. There are also scholarship funds for employees and their kids, and others that are school specific. Bruce Wayne is throwing all those fundraisers that keep getting robbed by Two Face or the villain of the week to raise funds for charities because he can’t do it all.
