To them the Hat's supposed to mean evil!! looking at this guy is like peering into a universe where up means down and yes means no, it just doesn't make sense

Demencia's offended at this cosmic joke and straight up denies that this is an alternate version of her boss. His existence spits in the face of everything BH stands for so she can't even pretend he's the same guy. you know how every habit that wouldn't normally be bad suddenly becomes a crime when someone you hate is doing it - Basically Demencia finds so many of WH's mannerisms lame and annoying even though those are the same mannerisms she adores BH for. If he sticks around more she does find him fun to poke at on occasion

Flug's deeply terrified of anything Black Hat-shaped and sees heroes as his number one enemy, so when faced with the Black Hat-shaped thing that's also a good doer (aka enemy), Flug can only feel Very Threatened. Flug's also very self-aware that he's an atrocious man and is constantly worried if WH knows. From Flug's point of view, BH doesn't have a valid reason to kill him yet, and WH does. Ironically this makes him feels safer with BH than WH
