ANYTHING ELSE WE SHOULD KNOW?: although harley has a history of 'cheating', this is more like bending the rules and pushing the limits of what's allowed. the one time he did literally cheat (when he used the TRio to try to ruin May's battle & performance), this not only failed, but the prospect of getting caught deeply scared him, and it's the point where he starts to consider whether or not he should change. i'm thinking this contest would be one of the ones he enters post-canon, but like when may decides to travel johto. (so basically during ash's dp arc & before the canon wallace cup where we see him watching tv with solidad/drew and basically actively supporting may). for more info u can check out:

lastly, for the sake of interaction, harley's reputation would be notably infamous if not straight-up negative at this point. he would have publicly humiliated may and a few other cordies by this point, and there would've been rumors of him cheating too, but no one would be able to prove them (at first) and harley would of course deny them. at first. because of his """weirdness""", his outright public behavior onstage, and likely also his association with dark and poison and just generally misunderstood pokemon--

-- many people believed in these rumors. and though their reasoning was often...ehhhhh... their intuition was pretty much spot-on. harley would have finally admitted that he's done some cruddy things on a blog post or maybe an interview before his break from coordinating and so now he's had to sort of face the wrath of the community, critics and media when he came back "claiming" to want a ~fresh start~. this is where we are now, and because i'd assume it's been a few contests since then, some people believe he means it, and other ppl are skeptical that he's changed at all.
