The real War Crimes Georg is, pretty obviously to me, the Ultimate.
Compared to him, the Indomitable is your friendly neighbourhood spiderman who just chose the wrong side in a war. The Ultimate is the one who committed, or at least tried to commit, or had underlings who committed, several genocides and at least one planetary nuclear bombing without blinking an eye. And he had Demagol doing the things that gave rise to the word demagolka. Which means at best that he did not think there was anything so wrong with them that Demagol had to be stopped, and at worst (and that does appear to be Rohlan Dyre's take on the matter) that he actively supported them.
So. Revan using the Mass Shadow generator to end the war was definitely un-Jedi of him, but it basically was the Star Wars equivalent of the nuclear bomb in that he didn't start the war and did the moral horizon deed to end it.
(I think that's roughly the extent of moral judgement of Star Wars I'm going to dive into. Please don't argue with me about Revan, I'd actually prefer to talk about Rohlan Dyre.)
