There used to be a lovely and concise post that laid all this out, but I can no longer find it. So I made my own.
Tim and Kon met not that long after Kon was “born” and starting teaming up together, along with Bart.
This trio formed the base of the Young Justice team, which quickly gained (and lost) more members along the way. Tim and Kon were good friends and sometimes rivals who butted heads, and there’s some subtext if you want to see it but it’s not something I’d ship at that point.
The shippiness starts with Teen Titans, where Tim and Kon have leveled up to intense bffs.
Tim is the only one who knows about Kon’s half-Luthorness, and when Tim temporarily quits Robin, Kon comes after him.
Then… Kon dies saving the world from Superboy Prime, and everything changes.
Cassie, who was Kon’s girlfriend, and Tim were both devastated by Kon’s death. (Bart was busy being aged up.) Cassie joined a cult that attempted to resurrect Superboy via magic. She eventually realized that it wasn’t going to work, and moved on. But Tim?
Tim is still trying to clone Kon. He can’t accept Kon’s death and will do anything to bring him back.
I have no idea how I’m supposed to take Tim and Cassie’s attempt at a relationship other than both of them sublimating their feelings for Kon in each other.
Tim keeps a picture of Kon at his bedside.
He changed his costume to honor Kon.
Kon is constantly at the forefront of Tim’s mind as he struggles on after losing so many people who are important to him. When Bruce dies, it’s the final straw for Tim.
And as he thinks he’s about to die, again his thoughts turn to Kon.
When Kon comes back, Tim can barely acknowledge it. But Kon’s belief in him when no one else believes him keeps him going.
And when Tim does find proof that Bruce is alive, things start to fall into place.
And as important as Kon is to Tim, Kon considers Tim just as important as well.
In short: it’s practically canon.
