https://goo.gl/M30Ktl I am currently recruiting on behalf of a housing association based in East London, They are looking for ahead of neighbourhood planning.Ensure that the Group has a clear understanding of the performance and sustainability of its assets, develop strategies and approaches to improve the value of Circles assets in conjunction with RP partners and other divisions with the Group and external stakeholders in line the Groups OVTA strategy. Principal Accountabilities: Strategic responsibility for reviewing the sustainability and long term life of Circle's assets to inform the Asset Management Strategy support the Group's Business Plan. Ensuring a comprehensive suite of Policies, Processes and Procedures are in place that are current and reflect all relevant statutory and regulatory requirement and best practice. Ensuring that Circle has a comprehensive and up to date information on the performance condition of its assets, to deliver the strategic function outlined above. This will include ensuring the provision of suitable systems and data management systems including the regular reconciliation of the information with core housing and finance systems. Translate Circle's strategy, policy and procedures into objectives, key performance measures, management information, and there a clear mechanism in place for reporting to Boards, management and governance levels. Consult with customers, RP, stakeholders, and work collaboratively across Circle. Establish in line with best practice, Circle's Business Plan, a process for analysing and comparing the long term sustainability of Circle's stock, taking into account all relevant market factors, categorising stock, and ensuring a clear demonstrable link between this and Circles approach to investment, maintenance, housing management and development. Undertake detailed option appraisals in line with Best Practice, and the funding and financial structure of the Group, determine on balance the most effective option in terms of whole life value for money, undertake programmes of disposal or tenure diversification as required. Ensure by working collaboratively with Circle's RP and across Circle that detailed portfolio reviews neighbourhood plans, exist prioritised on the basis of risk and opportunity, that provide a cross functional approach to improving the issue identified including housing management approach, estates management, investment, maintenance, work with external stakeholders. Assist the Director of Strategy with financial planning, budget setting, and budget optimisation, for Landlord Compliance requirements Working in conjunction with Circle's procurement team ensure that suitable contracts are in place for advice and support in relation to this role. Ensure suitable arrangements are in place for external assurance and validation required by Circle to provide Circle with confidence that robust and resilience arrangements are in place.
