england is a mama's boy. he's not exactly spoiled but he was definitely britannia's favourite child and that stirred a jealousy feeling between both scotand and wales, who never had the opportunity to have a close bond with their mother.
britannia always wanted to have a close relationship with her children, she always preached that family needed to be close because they're the ones who will always be by their side, but not Scotland (who always was so independent) nor Wales (who also chose the path of independence, even though he was closer with his mother than scot was) followed her words. she thought that she was a failure as a mother because of not being able to keep her children by her side, but all those thoughts disappeared when england appeared on her life. that sweet little boy loved being by her mother's side, to learn what she studied—he definitely had to be her heir.
england learnt a lot, from old spells and ancient runic language to how to guide an army and fight with swords and bows. the news of him being britannia's heir was not welcomed by scotland or wales—they were jealous, of course. why was this idiot, who cowered at a loud voice and didn't have fighting spirit, the heir? was their mother crazy? scotland found england pathetic, a weakling, while wales thought he was cute but very dependent on their mother, which made him weak. he couldn't be their mother's successor.
that resulted in them bullying england in multiple ways: ignoring him when he tried to interact, looking weirdly at him or laughing at him, even sometimes punching him (as a "joke"). england didn't know what he did to his siblings for them to be so angry at him, which made him cling more to his mother searching for the comfort he much needed, because england was always a very clingy child, always wanting to be close to someone and needing a lot of physical contact. that was the beginning of the bad relationship england had with his siblings, and if he thought that was bad, what would happen years and centuries after wasn't even comparable.

headcanon: England's still in the habit of using "thou" for informal and "you" for formal when not in meetings.
Countries he's known for longer (eg France and Portugal) get very offended when England calls them "you" in private. Countries that aren't used to the difference between thou and you (who have the modern misconception that "thou" is the formal version) (eg America and Canada) get very confused when England randomly turns around and calls them "thou" (England thinks he's being sweet)
