I like the idea of a mind break requiring a unanimous vote from the Council. Bronte telling Fallon that a motion to order a mind break on Fintan has been proposed, and Fallon going. well, that's not an issue. It can't pass without your vote. And Bronte visiting Fallon again later and not meeting his eyes as he tells him that the motion has been passed.
