Tickling someone underneath their clothes needs to be appreciated more. If they're wearing a loose fitted shirt or hoodie, you can easily sneak your fingers into their clothes and just scribble your nails along the sides and ribs and even tummy. Ooh or if they are wearing a tight fitted shirt you can use that as an advantage to keep your hands firm on whatever spot you desire to get and it helps if they're in front of you or underneath you as well. They won't be able to really move you away from them at that point, wouldn't that be so nice yet so irritatingly fun to know that you can't move your tickler away from those oh so sensitive spots hm?
