Like a true shounen protag, once Shigaraki Tomura defeats someone - or he surpasses them in some way - he takes -something- of theirs, and incorporates it into his own goal/dream, adapts it to his needs.

Heck, you can maybe argue that after he killed his family, he takes his father’s hatred for Heroes.
As Shigaraki said himself:
He’s the Symbol of Terror, he’s the symbol of Hero Society’s fears and failures. He represents the discontent of all villains, their anger and despair, and that desire to destroy the status quo. With each step he takes towards that ‘beautiful horizon’, he absorbs an idea/concept/power and makes it his own - and in doing so, he learns, he adapts, he evolves.

With his own friends comrades too, he takes their wants and desires and include into his plan, in more minor ways - Magne’s desire to live free, to decide and do what she wants; he modifies his goal to let Toga have what she wants; he goes to save Giran for Twice; and, of course, he gets Mr. Compress sushi.
And much like the nerdy gamer he is, Shigaraki collects each item drop (bullets, money, Noumu), he accepts the power-ups, and he opens his party to new recruits: first Toga and Dabi, then the League, the whole Meta Liberation Army, and now, the clearly completely devoted Gigantomachia. I think there’s still room for more - besides Nine, semi-canon movie villain, he hasn’t killed any other of his opponents - Stain and Overhaul (...and AFO) still lives, imprisoned in Tartarus. Got a feeling we might see them again and Shigaraki will once more encounter them.
Just like he’s always done, even as a child. He goes out of his way to play with those left out by everyone else.
