Knight of Arrows: Reaper Ash

Reaper ash as the Knight of Arrows represents a fiery charge of courage. Allegedly, he was bold enough to kill a Peacekeeper. In the beginning, Reaper exudes confidence and determination with his declaration that he will be the Victor of the 10th Hunger Games. By the time the Games begin, his behavior changes. His outlook shifts, and he takes a stand against the Capitol, using their stage of an arena to burn fast and bright with his statement of non-participation. Rather than killing his fellow Tributes, he memorializes them, lining up their bodies and ripping part of the Panem flag to use as a shroud. As the runs through the arena with another torn piece of flag tied around his shoulders, he says to the audience that he is Panem, the Tributes are Panem, and the people of the Districts are Panem. And Panem will survive despite the evils of its government.

9. The Hermit: Haymitch Abernathy

Wisdom, introspection, mentorship, isolation

Haymitch as the Hermit begins the story as the representation of withdrawal and isolation. He is lonely. He drinks to forget. But over the course of the Trilogy, he becomes more of a positive version of the Hermit, Katniss’s Mentor in and out of the arena, guiding her through life’s challenges by offering words of wisdom and sparking introspection. His iconic advice, “Stay alive,” shows a simple, matter-of-fact outlook on the world. He is a realist who, after failing to protect almost two dozen District 12 children from their fates, is shaken out of his pessimism by one who has spunk. Still, his expectations remain tempered, not fantastical, and he is a grounding presence for Katniss. He speaks from experience, from an understanding of failure.

Haymitch’s snarky wisdom comes from his experiences, and his story is shown through the flowers.

Cressida as the Page of Arrows stands at the intersection of her suit's qualities, moving creativity to action in the form of communication. She turned against her home Capitol to promote the voices of the rebels and support their cause. She and her team take great pride in their work and execute it with skill and dedication to the craft, taking any risk necessary and staying with the action. As a propo director, Cressida can be ruthless in the name of her mission, coaching Katniss with a bit of tough love when they need her to perform, despite her distress. She sees the urgency of their task, yet she is optimistic, enthusiastic, and energetic.

Lyme propaganda: The confident and authentic leader who knows herself and fights for her people, taking decisive action.

+ A character I've personally spent more time thinking about. Possible reference/callbacks to the 6 of Arrows (Victory Tour) in image and 7 (Cracking the Nut) in explanation give the Arrows suit a thematic throughline. More of a leader in canon with less of her image tied to the Capitol.

- Very minor in canon and less popular in the fandom (could be a + as niche character fans need to be fed, too). Possibly too tied into my own headcanon. Already got featured on a card.

Enobaria propaganda: The fierce competitor who did everything she had to to survive, brandishing her fangs with pride.

+ More page/screentime in canon and more popular in the fandom. Fangs are a great imagery opportunity. Not on any other cards.

- Not really a leader unless you frame her as a Mentor/trainer. Nuance on whether she is genuinely proud of her win and fangs or just putting up a front; card would lean into her Capitol image.

8. Strength: Gale Hawthorne

Gale as Strength represents a controlled and focused power. The Strength of setting the perfect snare, he is aggressive but patient. The Strength of leading people to break down the fence at the weak point and keeping them alive and fed in the wilderness for three days without succumbing to despair, he is driven but compassionate. He has both physical and mental fortitude, which empower him to be a good leader. He works by hunting and mining to provide for his family, as well as Katniss's when she is in the 74th Games, and acts as a stabilizing presence at home; helps to train the Victors of Twelve before the 75th; and helps 800 citizens survive the bombing, keeping a level head even amidst the smoke of burning bodies. He was given more opportunity for power in District 13, which was new to him, but he did his best to fulfill his duties and serve the revolution's goal. This is also the Strength of knowing one's enemy and being prepared to defend or attack as needed with informed strategy, even when the fight gets ugly. When Katniss worries about how a hijacked Peeta sees her or about the violence, he assures her that that view isn't who she truly is and reminds her why they are fighting to begin with: to stand in solidarity with all of Panem, rather than run off alone, and to work for a more just world. He fights to preserve the peace of their woods as well as for vengeful justice. His Strength is in his resilience and the balance of determination and compassion.

The Ten of Arrows represents burden and persevering through it. Gale is pictured, but this is also Mr. Everdeen, Mr. Hawthorne, Bristol, Thom, the other miners of Twelve, and the working class across Panem. Gale is working to support his family and sacrifices long hours six days a week in hard, dangerous toil to keep them afloat. He spends his one free day with Katniss, hunting and enjoying the woods. At times, admitting to the weight of the burden and accepting help can be a challenge. Work is unavoidable and can be oppressive, though possibly rewarding. Remember to relax when you can, lean on your friends, and try to appreciate what your struggle has earned you, even if it is "only" another day still living.

The Nine of Arrows means finding a creative solution when at a disadvantage. Coriolanus giving Lucy Gray his mother's compact and her filling it with rat poison to use against other Tributes was a huge risk. As was Coriolanus dropping his handkerchief into the snake tank. Lucy Gray's Victory was claimed through these actions, in which each of them faced the fear of being caught and did whatever they could, risk be damned.

7. The Chariot: Johanna Mason

Determination, agency, forward progress, travel, ego

Johanna Mason as the Chariot represents conquest and control over one's life. Running through the rain despite her severe hydrophobia for a chance to invade the Capitol and kill Snow, Johanna shows immense discipline and determination. She's come a long way from the scared Tribute who cried and fled. Like the rings of a tree, we grow beyond our pasts but always carry them with us. In her Victory, Johanna faced new Capitol challenges, and by the Trilogy, there is no one left that she loves. Yet she pushed on, becoming stronger, letting it fuel her. The way she does not give up rebel secrets or have her image used by the Capitol is a testament to her wonderful stubbornness and fortitude. Because she visciously reclaimed a level of agency in her life, she had to become aware of how others may try to manipulate her, and she never allows it. She is wise about it pre-Quell, keeping a controlled balance, but in private or once there is nothing left to lose, she is unafraid of the consequences of being herself and speaking her mind because her authenticity is worth the cost. This can make her abrasive or off-putting, but her confidence does not hinge on the opinions of others. While Johanna would be willing to sacrifice herself for the cause if necessary, she is making it out alive if at all possible.
