In Shattered Glass, both Starscream and Megatron would cooperatively lead the Decepticons. Starscream has the experience and a wealth of knowledge, Megatron has the conviction and is a fresh and hopeful face for the movement. Megatron also purposefully serves as a distraction for Optimus/Optronix Prime and keeps his terrible ire pointed away from the Decepticons at large.
