I think the main reason Alex did not return as Angie was because after the actor who played Joey Jeremiah left the show he refused to return. So they felt bringing Angela back without Joey wouldn't have worked well. It's like bringing Emma back and not bringing Spike back, the fans may find it incomplete.

Yeah. It's sort of stupid to give her another character. 

I'm positive that everyone who's been following the series since Season 1 wanted to see Angela go to Degrassi.

It would have been like Emma. People following the Degrassi High wanted to see Emma go to Degrassi I guess?, and it happened. Why not with Angela? I don't understand.
