According to an article in this morning’s Washington Post, a copy of which is attached below, a brand new national intelligence estimate has confirmed what I think most of us already knew - that hackers working for the People’s Republic of China and a very small circle of other...
Those provisions in the NDAA, which President Barack Obama signed into law on Jan. 2, require DOD officials to report on cyber operations to Congress on a quarterly basis, beginning March 1. It also outlines authorities and expectations for military forces in cyberspace.
My opinion: Investment in human capital is a necessity in cyber defense. Nation-states need to take a proactive approach in addressing the human resource needs for their cyberspace policies.
Jerusalem, Jan 2 (IANS): Israel will train teenagers on cyber-warfare to prepare them for their future role in the military and intelligence community.
"The threat of cyber attacks against Israel comes from Iran and other elements," Prime Minister Benjamin Netanyahu said at the launch of the cyber-warfare programme.
"Our vital systems are targets for attack, and this will only increase as we enter the digital age.
"We are bolstering our ability to deal with these threats and are building a digital Iron Dome," he said at Ashkelon.
The Israel National Cyber Bureau will run the three-year programme to develop expertise in cybernetics and computers among outstanding high school students, Xinhua reported.
Cyber security has become a national priority in Israel, with significant resources being invested in protecting the military and civilian computing networks.
The 13 countries of ASEAN+3 are actively working towards creating a regional community in East Asia. At the same time, the regional countries have increasingly relied on web-based technologies to enable them to more efficiently use their resources. Even as this adoption of technology has assisted states, it has exposed them to new threats, with a growing number of East Asian networks and users now subject to a wide range of cyber attacks. These attacks have occurred within and across national boundaries with the transnational nature of cyber security making it difficult for governments to unilaterally securitize emergent cyber threats. As a result, it is becoming increasingly necessary for East Asian governments to protect their interests by working together. To do so effectively will require the adoption of policies and processes used to foster regional integration in other sectors and transfer them into the realm of cyberspace. (2009)
Iranian forces have carried out what they called cyber warfare tactics for the first time as the Islamic republic's naval units staged manoeuvres in the key Strait of Hormuz, media reports said on Monday. The Obama Administration's strategic rebalance toward the Asia-Pacific region presents an opportunity for the United States to establish and strengthen strategic cyber alliances. The basis of this effort should be a private-public partnership program to address cyber defense and cyber intelligence sharing. A multi-pronged approach to cyber security that promotes military relationships, diplomacy and public-private investments in India, South Korea, and Japan is a smart move considering economic relationships, political alliances, and an existing dialogue focused on cyber security in the region. These alliances should comprise three separate bilateral agreements between the US and its Asian counterparts.
