Why are the budget meetings only being held in the Hewn City and Velaris? How are the Illyrians supposed to participate?
Thank you, Night Court citizen, for your question! @rhysand-hl-ceo made a determination that, because the Illyrians are more mobile by flight and have a much smaller population, they can attend one of the meetings in the other districts to save on costs.

After many angry messages from the female population in Illyria, reminding me that wing clipping still impacts a large number of the population, we are adding Windhaven to the budget review schedule.
