Amelia made one-one the way he is by sending him away for 30 years it gave him a split personality probably by going insane from loneliness. His voice was different as well like a middle voice for glad-one and sad-one

You can see he used to only have one circle but now he has two.

This explains why Amelia calls one-one just one cause it was his name when she met him!
