Oh I probably never mentioned this anywhere but Taishiro was a police officer before becoming a Pro Hero.  He was in the Narcotics squad and his main focus of investigation was Quirk Enhancing Drugs (i.e. Trigger).  He eventually how little power the police have to persue villains because of the rules against using quirks while on duty and started taking supplementary hero courses so he could open up his own office.

By the time he shows up in the Yakuza Arc he’s been a hero for around 4 years and still works in close coordination with local police to track down drug traffickers.
