edit: i should have posted a translation/context with it, but it is basically "hey bebert look at me" with bebert being a nickname for albert mostly used in rural areas or with older populations. "ta mère en slip the guerre" is kind of an absurd your mom joke often used when i was in elementary school, just because it rythmed and was funny to say, definitely to provoke other kids tho. the text in overlay in the last pannel is just "arrest him"
