Caitlyn's objectives other than capturing Jinx were to neutralise any agents still loyal to Silco and dismantle shimmer. We see her do that in the hellfire cinematic. So what we were seeing definitely were Silco's goons although they may have changed their allegiance and sought work with other chembarons Caitlyn was going after the chembarons and their goons. Once again she didn't gas the entire city or go after innocent citizens

Exactly!! Like you said @loklover123 she didn't gas the entire city or go hurt innocent citizens, and that's all screenshots at the beginning of ep 3 and how clearly Caitlyn targeted Chembbarons and Margot Gang and their places. And there is not a single picture of any civilian or even a child. Even the writers confirmed that!

But wait later, some fools will come and apply physics to a fantasy world, like the fact ppl refuse to believe that but don’t blink an eye on time traveling and magic.
