Couple of question about Canadian political procedure: Does the bill move to the Senate where they have to pass it multiple times like in the House of Commons or does it only need to pass once now? Then does it have to be signed by the Prime Minister or does it automatically become law?
Also a bonus questions: Do you have to speak French as well as English, to be in Parliament or is that just something he does, sorry this was my first time watching Canadian Parliamentary proceedings.
Yes, once it enters the Senate it has to pass 1st, 2nd and 3rd reading (as well as a committee stage). Right now its passed the committee and all 3 readings in the House of Commons, but it has to do the same thing all over again in the senate.
Its not required for MP’s to be bilingual, but I would say that it is encouraged.
Leaders of a political party are usually bilingual, same with those in positions of power like cabinet ministers. Which makes sense because you realistically can’t be elected PM without winning the support of francophone voters, or without conversing with francophone MP’s. But there is no rule saying that anyone has to be bilingual.
