Overall, the main appeal for Varric/Hawke fics lie in how they give time for Varric to shine as a character. Asterisks are the ones I've re-read.

WC <10k

A Reel for Fools* by damalur. Pining, Fake/Pretend Relationship. People ask Varric if he remembers when he first met the Champion. His answer surprises Hawke.

Knight of Roses* by disasterhawke. Sharp, incisive writing with a Hawke you can believe will survive anything through sheer determination alone. One of the first fics I read for this pairing.

The Other Story Varric Will Never Tell by Zendelai. A good friends-to-lovers / feelings realization fic.

The Story Where I Love You by Solshine. Hawke and Varric are so emotionally constipated.

Fundamental Forces (or, Root Causes) by orphan_account. aka the turnip fic.

Your Last serving Daughter by damalur. Be prepared for your heart to be ripped out. I kind of hate that I read this fic, it's that sad.

Emotionally Magnificent* by damalur. Hawke stays in a city she hates. Because Varric. Post DAI.

rare is this love, keep it covered by Bookish_Moose. So many tropes in one fic.

now I'm found again by royalwisteria. DAI spoilers (you know, that quest, that choice). Varric is very sad in this one.

WC 25-50k

Greatly Approved* by damalur. Pining, slow burn, peppered with humor. Separate fic rec post here. damalur writes this pair so well.

The words I'm leaving out* by Solshine. Fake/Pretend Relationship, mutual pining, oblivious hawke, unreliable narrator. This fic also has a three-dimensional Bianca. The fic has great plotting and dwarven politics.

EDIT: Sorry I just stumbled across this post on tumblr about Varric' role in DA2 (Source: this interview with David Gaider)

And it made me want to scream into a pillow. The potential!

The first thing I manage to finish in months and it's Varric/Hawke because a song came on that reminded me of them.

My big dumb Hawke/Varric idea is that Varric felt like he couldn't write himself into Tale of the Champion as a love interest despite it being true and he complained about this so much during cards that one of the others members of the Kirkwall crew finally went "fine just make it me then lol"

And they were kidding except then everybody else spoke up and said it should be them instead, and this culminates in five slightly different editions of the book that are sold in different areas of Thedas. There are ship wars.
