If you are not intelligent enough to figure out how to get an ID then no your vote shouldn't count. The failure of Democracy's one person one vote means that someone who lacks the intelligence to understand the issues and is incapable of properly researching their immediate and long term effects carries just as much weight as someone who can. Not only that, but when you consider the old requirement of land ownership, that also meant that it would not be easy to just abandon an area your votes destroyed. And we should also consider the insanity of allowing those who aren't paying taxes the ability to force others to pay more taxes so that they can receive more benefits.
