It was a Halley Labs USB card, the special one that came with the first edition of framedrag.

It looked like this, except mine was in a fake leather card holder on a black golf Champs spool.

so, uh, what is popee the clown, exactly??????

Short answer, A weird anime about a violent clown and his coworker who’s a wolf.

Long answer,

Popee the clown is a “kids” anime from Japan (dosent take long to feel horrified that children are watching it but I digress). Think Tom and Jerry but with lots of blood and a good ol dose of Japanese humor. 

It’s about a clown named Popee and his co worker (who’s a wolf) learning to become professional clowns. Most episodes end in at least one death. Half way through the series Papi (I assume, Popee’s father?? Still unsure) is introduced, as he is returning to the circus to supervise Popee and Kedamono who seem to be his apprentices. It gets a little uncomfortable from there but it’s very entertaining.
