IRS Announces Efforts to Help Citizens Overseas – Including Dual Citizens and Those With Foreign Retirement Plans
On June 26th, 2012, the IRS announced a new effort to help U.S. Citizens overseas – including dual citizens and those with foreign retirement plans to catch up with tax filing obligations and provide assistance for people with foreign retirement issues. “Today we are announcing a series of common-sense steps to help U.S. citizens get current with their tax obligations and resolve pension issues,” said IRS Commissioner Doug Shulman.
This new procedure which has been set in place in order to help some U.S. citizens and others residing abroad who have not filed tax returns and provide them with a chance to catch up on their tax filing obligations if they owe little or no back taxes, will go into effect on September 1, 2012.

If you have a financial interest in or signature authority over a foreign financial account, including a bank account, brokerage account, mutual fund, trust, or other type of foreign financial account, the Bank Secrecy Act may require you to report the account yearly to the Internal Revenue Service by filing Form TD F 90-22.1, Report of Foreign Bank and Financial Accounts (FBAR).
The FBAR is required because foreign financial institutions may not be subject to the same reporting requirements as domestic financial institutions. The FBAR is a tool to help the United States government identify persons who may be using foreign financial accounts to circumvent United States law. Investigators use FBARs to help identify or trace funds used for illicit purposes or to identify unreported income maintained or generated abroad....(more)
