This is young Goku from Dragon Ball Z (which I’ve never actually seen, I only watched the original Dragon Ball). Son Goku is the Japanese name for the Chinese Sun Wukong, 孙悟空, the Monkey King of Chinese mythology. The symbol Goku has on his outfit is 亀, the Japanese character for turtle, representing Master Roshi’s school (Master Roshi’s best friend is a loggerhead sea turtle). This character is a simplification of the Chinese character 龜, though the simplified Chinese version is further reduced to 龟.
