Zeke thinks Levi can’t understand people and isn’t popular with women, but Levi replies stating there was a time he was popular with women and seemly looked upset after saying it.

The only person that comes to mind being a Levi fangirl in the series is:
Petra Ral.
1) Petra can see through Levi’s flaws
2) She tries to talk to him after he scolds Eren
3) While everyone was yelling at Eren, Petra only cared about Levi’s well being and safety
4) Levi’s reaction to Petra’s Death
5) Petra’s father revealing his daughter’s letter about how excited she was hand picked by Levi to join his team and how she plans to devote herself to him. And Levi is greatly disturbed by her death, up to the point when her father mentions marriage.
It seems that Levi is still greatly disturbed by Petra’s death after all these years. Knowing she looked up to him, admired and respected him highly.
That scene seems like Levi is talking about Petra to Zeke.
