So I have decided to combine Willow Creek, Magnolia Promenade and Newcrest because separatly each of them feel like unfinished Town, so for me this is perfect when playing, I know which neighbourhoods I can visit and are accesable. Now I am gonna plan this as a complete Town to make sure we have all the necessary Lots available. Let me know if you would change anything.
